Though Belgium is a state, the Belgians do not exist as a nation. “Sire, allow me to tell you the truth, the large and horrifying truth: il n’y a pas de Belges,” the Walloon politician and later cabinet minister Jules Destrée exclaimed in a letter to the Belgian king Albert I in 1912.

Belgium is an abnormality. It is a state with two major linguistic groups where the Dutch-speaking majority forms the Flemish nation, but where the French-speaking Walloons do not regard themselves as a nation in their own right but rather as a part of the French nation and consequently a national minority within Belgium.
